Education is a specific field of spiritual and cultural life that requires constant changes in accordance to movements in life. In the process of formation and development, international teritiary education has gone through several reforms; including the breakthrough in shifting from an annual training model to credit-based training. The paper provides some basic information about this transition. In particular, the author strongly emphasizes changes in the lecturer’s role as the primary determinant of education quality.
